Eliminates the requirement that Michigan's state construction code incorporate multiple international codes (building, mechanical, plumbing, existing building, energy conservation, and electrical codes), limiting it to only the International Residential Code published by the International Code Council

Requires the director to appoint a 19-member advisory committee before promulgating new editions of the code, including licensed contractors, architects, engineers, building officials, and representatives from fire services, labor unions, persons with disabilities, and low-income housing advocates

Advisory committee meetings must be publicly noticed at least 5 business days in advance, open to public attendance and comment, with all votes conducted by public roll call and posted online within 48 hours

Advisory committee must review the latest International Residential Code edition, compare it to existing state code, and submit recommendations to the director within 45 days, considering factors including public health/safety, economic reasonableness, and technical feasibility

Maintains the existing update cycle requiring the Michigan residential code to be updated not less than every 6 years or more frequently than every 3 years, with the director retaining final authority over code promulgation
