Allows bottle engraving during consumer sampling events conducted by vendors holding consumer sampling event licenses

Extends the same engraving permissions to brewers, micro brewers, wine makers, small wine makers, and outstate sellers of beer or wine for bottles sold through specially designated merchants

Permits bottle engraving during beer and wine tasting events conducted by licensees holding beer and wine tasting permits
