Appropriates $78,000,000 for fiscal year 2025-2026 to the Department of Health and Human Services for a prenatal and infant support program to expand the Rx Kids program

Funding sources include $48,000,000 from state general fund, $20,000,000 from federal TANF (Temporary Assistance for Needy Families), and $10,000,000 from other state restricted revenues

Requires $20,000,000 in TANF funds be allocated to programs improving economic stability of households with pregnant women (at minimum 20 weeks gestation) and very young children

Gives funding preference to programs demonstrating effectiveness in economic stability, partnerships with local health care providers and nonprofit agencies for improved maternal/infant health outcomes, and compliance with federal TANF requirements

Mandates reporting by September 30, 2026 on aggregated demographic data of program recipients including age, race, ethnicity, Hispanic/Latino origin, federal poverty level, funding source, and zip codes
