Replaces the "all-species fishing license" with a new "general fishing license" at $28 for residents and $78 for nonresidents, which excludes certain premium species including salmon, trout, walleye, pike, lake sturgeon, and musky

Creates a new $5 "hatchery stamp" required to harvest chinook salmon, coho salmon, Atlantic salmon, steelhead, lake trout, brown trout, rainbow trout, walleye, splake, pike, lake sturgeon, or musky, with all revenue directed to aquatic species production and stocking

Establishes a youth fishing license at $5 for those under 16, requiring it to possess harvested fish (those 12-15) or to possess Great Lakes fish (those under 12)

Phases out senior fishing license discounts from 60% off to 20% off between April 2027 and April 2030, unless the legislature fails to appropriate required general fund amounts

Allows anglers holding a hatchery stamp to use unlimited fishing rods when fishing from a moving boat on the Great Lakes

Takes effect April 1, 2026, contingent on passage of a related bill (HB ____/H03464'25)
