Creates the Violent Crime Clearance Grant Program within the Michigan Department of State Police to improve clearance rates for violent crimes by providing grants to local police departments and county sheriff's offices

Allows grant funds to be used for hiring and training personnel to investigate violent crimes, collecting and processing forensic evidence, acquiring or upgrading evidence collection technology, and supporting witnesses

Limits individual grant awards to no more than 20% of total annual program funding and requires geographic distribution of awards across the state

Requires grant recipients to submit annual reports detailing clearance rates by offense category, personnel hired, training implemented, technology purchased, and how grant funds were spent

Establishes the Violent Crime Clearance Rate Grant Fund in the state treasury, with up to 15% of annual appropriations available for administrative costs
