Changes the voting threshold for the Regional Convention Facility Authority board from requiring unanimous consent of all serving members to requiring consent of at least 4 of the 5 serving members

Removes a reference to the declared state of emergency under 1945 PA 302 (MCL 10.31 to 10.33) from the list of exceptions to competitive solicitation requirements for procurement
