Adds a formal definition of "cannabis regulatory agency" as the agency created under Executive Reorganization Order No. 2019-2 and renamed under Executive Reorganization Order No. 2022-1

Expands the cannabis regulatory agency's authority to impose sanctions on former licensees even after their state operating license expires or they cease operating a marihuana facility

Maintains all existing licensing requirements, including background checks, fingerprint submissions, criminal history disqualifications, and annual license renewal procedures
