Adds specific thresholds for marijuana concentrate: 25+ kilograms triggers the highest penalties, with graduated tiers down to 1-2.5 kilograms

Reduces maximum prison sentences for marijuana-related offenses: top tier drops from 15 years to 10 years, with similar reductions across all quantity levels

Creates a new misdemeanor category for amounts between 10-25 kilograms (or 50-100 plants), punishable by up to 1 year imprisonment and $20,000 fine

Takes effect only if HB 5107 is also enacted into law (tie bar provision)
