Increases allowable marihuana storage at a person's residence from 10 ounces (plus home-grown amounts) to 10 ounces purchased plus up to 2.5 kilograms from home cultivation, with a new 200-gram limit on marihuana concentrate for stored amounts

Maintains the 12-plant cultivation limit for personal use at a residence, with no more than 12 plants possessed, cultivated, or processed on the premises at one time

Establishes tiered civil infraction penalties for possession or cultivation up to 2 times the legal limit: $500 fine for first violation, $1,000 for second violation, misdemeanor with up to $2,000 fine for third or subsequent violations

Creates new thresholds for misdemeanor charges: possession over 2 times the legal limit but less than 10 kilograms of marihuana or 1 kilogram of concentrate, or cultivation of fewer than 50 plants

Bill's enactment is contingent on passage of House Bill No. 5105 of the 103rd Legislature
