Expands pharmacist authority to issue prescriptions and dispense medications without a physician prescription for specific conditions including streptococcal infections (strep throat), COVID-19 antivirals, influenza antivirals, FDA-approved tobacco cessation drugs, lice treatments, herpes skin lesion treatments, and travel medications

Broadens qualified laboratory tests pharmacists can order and administer to include HIV screening, Hepatitis C virus testing, respiratory syncytial virus testing, and streptococcal tonsilitis/pharyngitis testing, in addition to previously authorized COVID-19 and influenza tests

Authorizes pharmacists to prescribe and dispense medical devices including inhalation spacers, nebulizers, blood sugar testing devices for diabetes, and syringes

Requires pharmacists to use Centor criteria before administering strep tests and to refer patients to their primary care physician or another appropriate health professional after testing or treatment

Prohibits pharmacists from prescribing controlled substances under the new expanded authority and bars delegation of prescribing duties under the new provisions
