Exempts electronically issued vehicle titles under section 222 from requirements to physically endorse and deliver paper certificates of title when transferring vehicle ownership

Requires purchasers to present assigned certificate of title and registration to the Secretary of State for new title issuance, except when titles are issued electronically

Removes the requirement for sellers to physically deliver certificates of title to transferees when the title was issued electronically

Updates terminology throughout the amended sections, changing "shall" to "must" or "may," "indorse" to "endorse," and "person who" to "person that" or "individual"

Maintains existing protections for vehicle sellers from liability for damages or violations after sale, provided they either accompany the buyer to a Secretary of State office or maintain sale records for at least 18 months
