Authorizes the Secretary of State to issue temporary registration permits when a vehicle owner's current registration will expire before receiving their new registration plate

Temporary registration permits expire when the applicant receives the registration plate or 60 days after issuance, whichever comes first

Temporary registration permits must be issued at no charge to applicants who submit proper applications, fees, and any required donations for registration plates

Updates terminology throughout the vehicle registration renewal section, changing "shall" to "must" and updating the department name from "community health" to "health and human services"
