Authorizes the Michigan Department of State to establish and operate an electronic system for transferring off-road vehicle (ORV) ownership between private parties (non-dealers)

Requires private parties using the electronic transfer system to comply with department requirements and provide any information the department deems necessary

Permits the department to enter into contracts with outside entities to establish, implement, and operate the electronic transfer system

Mandates that any contracts for the electronic system include protections for proprietary information and other protected data

Makes minor technical language updates to existing ORV title transfer requirements (replacing "it" with "the ORV" and "pursuant to" with "in accordance with")
