Exempts large grocery stores from the population-based quota for specially designated distributor (liquor store) licenses, which normally limits licenses to 1 per 3,000 residents

Qualifying establishments must have at least 25,000 square feet of sales floor area to be exempt from the quota

Exempt stores must sell USDA-inspected or organic meat/poultry, fresh fruit, fresh vegetables, and dairy products, with at least 25% of retail floor space dedicated to these food products

Specially designated distributor licenses issued to these large grocery stores under the new exemption cannot be transferred to another location

Renumbers existing subsection (14) to (15) to accommodate the new non-transferability provision
