Prohibits courts and law enforcement agencies from charging petitioners any fees for serving personal protection order documents, including petitions, orders, hearing notices, subpoenas, and show cause motions

Allows law enforcement agencies to collect a flat $50 fee for completed service from a newly created "personal protection order service fund" rather than from petitioners

Requires courts to designate in each personal protection order the specific law enforcement agency responsible for serving the order on the respondent

Mandates that court clerks inform petitioners that service will be handled immediately by the designated law enforcement agency at no cost to the petitioner

Ensures compliance with the federal Violence Against Women Act (34 USC 10450), which requires free service of protection order documents to petitioners
