Requires courts issuing personal protection orders to designate a law enforcement agency responsible for serving the order on the respondent at no cost to the petitioner

Establishes specific service requirements for law enforcement: personal service required, with at least 3 attempts within 10 calendar days, and mandatory notification to petitioner within 48 hours if service fails

Creates the Personal Protection Order Service Fund in the state treasury, administered by the Department of State Police, to cover costs of law enforcement service of protection order documents

Requires clerks to provide petitioners with at least 2 free copies of protection orders and inform them that service will be completed immediately and without charge by designated law enforcement

Ties implementation to the enactment of a companion bill (SB ____ or HB 5120) that would eliminate fees for service of process in protection order cases
