Adds "theft of cargo" (MCL 750.356e) to Michigan's sentencing guidelines as a Class D property felony with a statutory maximum of 10 years imprisonment.

Amends Chapter XVII of the Code of Criminal Procedure (1927 PA 175) to include the new cargo theft offense in the felony sentencing guidelines table.

Takes effect 90 days after enactment, contingent upon the passage of the companion bill HB 5125, which would create the underlying cargo theft offense.

Classifies cargo theft alongside other serious property crimes such as larceny involving $20,000 or more and breaking and entering a vehicle to steal $20,000 or more.
