Allows licensed interior designers who prepare interior technical submissions to submit building permit applications on behalf of property owners, adding them to the list of authorized agents alongside architects, engineers, and builders

Requires interior designers submitting permit applications to file written authorization (contract, power of attorney, or letter of authorization) signed by the property owner

Adds interior designers to the list of licensed professionals who must provide occupational license numbers, worker's compensation insurance information, employer identification numbers, and Michigan employment security commission numbers on residential building permit applications

Defines "interior designer," "interior technical submission," and "practice of interior design" by reference to the occupational code (MCL 339.2015)

Bill takes effect only if House Bill No. 5142 of the 103rd Legislature is also enacted into law
