Criminalizes bribing, threatening, intimidating, or obstructing a commissioner from performing official duties, punishable as a felony with up to 5 years imprisonment

Defines "commissioner" as an individual selected by legislative resolution to represent Michigan as a delegate to an Article V convention, including interim commissioners filling vacancies

Applies protections to both Michigan commissioners and commissioners from other states attending conventions held in Michigan
