Requires mortgage foreclosure notices to be recorded with the register of deeds before the first newspaper publication and posted on the property within 15 days after first publication

Mandates that any conveyance of mortgaged property after foreclosure notice is recorded but before the redemption period expires must include a signed "notice of rights" document to be valid

The required notice of rights must inform sellers they are waiving their right of redemption, right to occupancy during the redemption period, and right to any surplus proceeds from the foreclosure auction

Requires parties foreclosing a mortgage to record a cancellation notice with the register of deeds within 30 days if a scheduled foreclosure sale is cancelled

The bill is tie-barred with HB 5153 or SB ____ and will not take effect unless that companion legislation is also enacted
