Prohibits the Secretary of State from issuing personalized license plates on certain specialty plate categories, including congressional/legislative plates, dealer plates, historical vehicle plates, military plates, and various other special registration plates

Expands eligibility for personalized plate sequences to applicants for any registration plate under the Michigan Vehicle Code, subject to the new restrictions on specialty plates

Updates procedural language by replacing "Upon" with "On" throughout the section regarding issuance and renewal of personalized plates

Maintains existing fee structure: $8 initial service fee plus $2 per additional month for original plates, $15 renewal fee, and optional $5 fee for duplicate plates

Preserves existing rules requiring personalized plate sequences to remain unavailable to other applicants until the original holder fails to renew by the expiration date
