Landlords must approve such requests and complete the water bill transfer within 120 days, while ensuring water costs are removed from the tenant's rental payment

Landlords are prohibited from retaliating against tenants who request water bill transfers, including through water shutoffs, lease non-renewal, or rent increases solely due to exercising this right

The Attorney General may bring civil actions for violations, and tenants may sue landlords for actual damages, reasonable attorney fees, and court costs

Local ordinances conflicting with this section are unenforceable, though federal subsidized housing regulations take precedence where conflicts exist
