Requires the Michigan Department of Transportation, for bids received on or after January 1, 2026, to obtain design-build-operate-maintain contracts for new highway or bridge construction lasting at least 10 years after project completion

Allows local road agencies to optionally use the same long-term contracting model for their highway and bridge projects

Mandates that prime contractors remain responsible for all subcontractor work for the entire contract duration

Requires contracts to include provisions allowing the department to withhold payments or renegotiate if contractors breach the agreement, with annual payments varying by no more than 10:1 ratio

Exempts contractors from responsibility for repairs caused by declared state or county emergencies, including natural disasters, terrorist activities, or civil disorders
