Prohibits local governments from entering into contracts with registered lobbyists for the purpose of lobbying

Defines "local government" to include cities, villages, townships, counties, school districts, community college districts, intermediate school districts, port authorities, and airport authorities

Exempts individuals who are employees of the local government from the prohibition

Exempts contracts that were entered into before the effective date of the act

Creates a new law titled the "Local Government Lobbyist Prohibition Act"
