Prohibits foreign nationals from making contributions or expenditures to influence Michigan elections, including ballot question committees, with "foreign national" defined to include non-citizens, foreign governments, foreign political parties, and entities organized under foreign laws

Requires ballot question committees to certify that no preliminary activities were funded by foreign nationals and to affirm in campaign statements that contributions were not received from foreign nationals

Mandates that donors contributing to ballot question committees affirm they have not received more than $100,000 in aggregate from foreign nationals in the preceding 4 years

Protects donor information of tax-exempt 501(c) organizations from disclosure during investigations, except for information directly related to alleged foreign national violations

Amends multiple sections of the Michigan Campaign Finance Act (1976 PA 388) including filing requirements, committee organization statements, and campaign statement reporting obligations
