Prohibits surgical procedures including onychectomy, phalangectomy, and tendonectomy on cats that prevent normal functioning of claws, toes, or paws, except when medically necessary for therapeutic purposes

Defines "therapeutic purpose" as addressing a physical medical condition such as illness, infection, disease, injury, or abnormal claw condition that compromises the cat's health—excludes cosmetic, aesthetic, or convenience reasons

Applies to domestic cats of any age of the species Felis catus and hybrids, including savannah cats, Bengal cats, Maine coons, and other breeds

Establishes civil fines of up to $2,500 for first violations and up to $5,000 for second or subsequent violations

Authorizes prosecution by county prosecutors or the attorney general
