Allows commercial fishing licensees to list single or multiple vessels on a single license, list the same vessel on multiple licenses, and add or remove vessels at any time with written notification to the department

Increases the fee for license transfers (such as transferring to a larger vessel, transferring ownership after sale, or replacing a lost vessel) from $1.00 to $25.00

Removes the restriction that limited issuance to no more than one license per vessel per calendar year

Updates terminology throughout the statute from "boat, tug, or launch" to "vessel" for consistency

Maintains existing requirements including the 50-mile radius restriction from the designated port for transferred licenses and the requirement to pay the difference when transferring to a larger vessel
