Prohibits retail box stores (over 20,000 square feet operated by chains/franchises) and membership warehouse clubs from using dynamic pricing on digital price displays

Defines dynamic pricing as price adjustments based on external conditions including time of day, day of week, weather/temperature, or customer attributes such as location, demographics, or purchase history

Requires prices shown on digital price tags to be uniformly available to all consumers; coupons, loyalty discounts, and rebates are permitted only if equally available and not varying by external conditions

Mandates membership warehouse clubs display both the discounted membership price and regular non-member price on digital tags

Requires affected retailers to maintain price change records for at least 12 months; takes effect 180 days after enactment and is tied to passage of HB 5224
