Expands allowable uses for salvage vehicle inspection fees collected by local police agencies from being restricted to stolen vehicle recovery purposes to broader "law enforcement purposes" including equipment, training, and road patrol services necessary to protect public health or safety

Removes the requirement that dealers acquiring "late model" distressed vehicles specifically must apply for salvage or scrap titles, extending the requirement to all distressed vehicles regardless of age

Eliminates the provision allowing dealers to acquire older model vehicles and retain assigned certificates of title without additional salvage/scrap title requirements

Removes the statutory requirement that Secretary of State conduct periodic reviews of dealer records regarding rebuilt salvage vehicle disclosures (relocates this authority elsewhere in the section)

Makes technical changes including renumbering subsections and replacing prescribed form language for scrap vehicle inventory records with general Secretary of State authority to prescribe the form and distribution requirements
