Prohibits the Michigan Strategic Fund and any other state public body or agency created to exercise economic development functions from entering into interlocal agreements to jointly exercise powers with other public agencies

Bars the state of Michigan and its departments or agencies from entering into interlocal agreements that provide for the joint exercise of powers, privileges, or authority related to economic development

Prevents separate legal entities created through interlocal agreements from possessing the power or authority to administer or operate state programs that provide grants, loans, or other economic assistance

Maintains existing interlocal agreement provisions for other public agencies, including rules for employee transfers, collective bargaining, seniority lists, and property disposition
