Creates a new "ambulance operation adaptive care license" allowing basic life support ambulance services to provide limited advanced life support services when properly staffed and equipped.

Eligible ambulance operations must have held a basic life support license on or before October 1, 2022, and be owned, operated by, or under contract to a local governmental unit.

Applications require verification of staffing and equipment capabilities, medical control authority protocols, and a positive recommendation from the statewide emergency medical services coordination committee.

Adaptive care licenses are valid for 4 years and may only be used for 9-1-1 calls or emergency transport within the designated local governmental unit's service area.

The department retains authority to revoke or deny renewal for violations, and the adaptive care license does not affect the ambulance operation's underlying regular license status.
