Requires the Department of Health and Human Services to enter into an interagency agreement with the Michigan Veterans Affairs Agency to conduct statewide outreach on mental health and substance use disorder resources for service members, veterans, and their families

Mandates development of resources to help families identify mental health changes, including substance use disorders, in service members and veterans

Creates a program providing resources and support to help families navigate mental health and substance use disorders affecting service members and veterans

Authorizes use of electronic or mobile platforms to connect veterans, service members, and their families with available mental health services and resources

Exempts documents containing information specific to individual service members or veterans from disclosure under Michigan's Freedom of Information Act; bill only takes effect if HB 5270 is also enacted
