Creates the Michigan Military and Veteran Services Support Fund as a charitable and educational endowment fund in the Department of Treasury, with contributions being tax-deductible and funds not lapsing to the general fund at fiscal year end

Establishes separate fund accounts for two purposes: supporting military service members and their families, and supporting veterans, their families, and communities where they live

Creates a 7-member Michigan Military and Veteran Services Support Fund Board, including the directors of military and veterans affairs agencies plus 5 governor-appointed members with fundraising backgrounds

Authorizes the board to provide direct grants to individuals or entities and supplemental funding to the Department of Military and Veterans Affairs for services and programs

Requires the state treasurer to manage fund investments and prepare annual accounting reports for the legislature on revenues, expenditures, and investment earnings
