Creates the Veterans Service Animal Grant Program administered by the Department of Military and Veterans Affairs to help veterans cover the cost of obtaining service animals

Eligible veterans must have been diagnosed with post-traumatic stress resulting from military service and be matched with a service animal from a 501(c)(3) nonprofit organization

Establishes the Veterans Service Animal Fund in the state treasury to receive deposits from any source, with interest and earnings credited to the fund

Authorizes the department to promulgate rules establishing additional eligibility standards and to create application forms and timelines for the grant program

Fund expenditures limited to awarding grants and administering the program, subject to appropriation
