Creates the Office of Mental Health and Suicide Prevention within the Michigan Veterans Affairs Agency, headed by a manager with career experience in veteran mental health and substance use disorders

Requires the office to collect data on veteran mental health issues including PTSD, traumatic brain injuries, substance use disorders, suicide, and suicidal ideation, with annual reports due to the legislature by March 1

Mandates creation of a free mental health and wellness resource guide containing a self-assessment tool, mental health signs and symptoms checklist, and directory of treatment resources, updated at least every 3 years

Gives the office authority to administer grants to local governments, nonprofits, and other entities for programs supporting servicemembers and veterans, subject to appropriation

Takes effect December 31, 2026 only if at least $1,000,000 is appropriated for implementation and three companion bills (HB 5261, HB 5259, HB 5271) are also enacted
