Creates special veteran registration plates for former NOAACOC members, featuring an appropriate vignette and the word "veteran" inscribed beneath the registration numbers, with no service fee required for application or renewal

Creates special veteran registration plates for former USPHSCC members with the same design and fee waiver provisions as NOAACOC plates

Allows the Secretary of State to share veteran status information with the respective uniformed service's department in addition to the Department of Military and Veterans Affairs for benefits eligibility referral

Makes unauthorized use of these special registration plates a misdemeanor offense
