Removes the June 30, 2021 sunset date for remote online notarization provisions, making permanent the ability for notaries to perform notarial acts using two-way real-time audiovisual technology

Strengthens identity verification requirements by requiring individuals to present satisfactory evidence of identity both before the video conference (through credential analysis and identity proofing) and again during the video conference for reconfirmation

Allows records to be signed in counterparts permanently, removing the previous July 1, 2021 expiration for this provision

Permanently authorizes witnessing of attestations and acknowledgments via two-way real-time audiovisual technology to satisfy in-person witness requirements under Michigan law

Maintains requirements that remote notarizations create tamper-evident recordings, that signers transmit legible copies of signed records to the notary the same day, and that notaries retain audiovisual recordings of the complete notarial act
