Permits public employers to decline bargaining on staffing levels if implementing minimums would require seeking a millage increase

Clarifies that public employees not subject to Act 312 are not prohibited from collectively bargaining over minimum staffing levels, but it remains optional for their employers

Amends the Public Employment Relations Act (1947 PA 336) sections 11 and 15 governing collective bargaining rights and obligations
