Creates a Federal Elected Official Accountability Office within the Department of Treasury to track federal spending bills and record how Michigan's U.S. Congress members vote on them

Requires all current and former federal elected officials representing Michigan to file annual federal spending disclosure forms by January 1 each year, detailing their votes on spending bills

Imposes a 75% surcharge on taxable income for two consecutive years on any federal elected official who voted for spending bills that contributed to federal deficit spending

Allows federal elected officials to petition for removal of a spending bill from the surcharge trigger list if at least 4 officials (2 from each party) assert the vote was justified, requiring a 3/4 majority vote from both chambers of the state legislature to approve

Subjects federal elected officials who fail to comply with the disclosure requirements to the same penalties as taxpayers who fail to file state tax returns
