Extends the time licensed hunters may use artificial light while traveling to and from hunting locations from 1 hour to 2 hours before and after shooting hours, provided firearms or bows are unloaded and they are traveling on foot

Changes terminology throughout the statute from "person" to "individual" for consistency

Maintains existing restrictions on using artificial lights to locate animals, including the complete prohibition during November 1-30 and nighttime restrictions (11 p.m. to 6 a.m.) from December 1 to October 31

Preserves existing exemptions for peace officers, emergency vehicle operators, utility employees, drivers using headlights lawfully, individuals identifying addresses, department census activities, and property owners during November
