Requires the Department to award $5,000,000 annually in grants to at least 19 certified recovery community organizations serving individuals with substance use disorders, plus nonprofit associations that support and connect recovery organizations statewide

Increases minimum grant amounts from $150,000 to $250,000 per recovery community organization, capped at 50% of the organization's prior year operating budget; nonprofit associations receive a flat $250,000

Prioritizes funding for organizations providing recovery support navigation (multiple pathways, peer support, family support), workplace recovery education, and recovery activities/events including wellness, nutrition, and mindfulness programs

Mandates annual reporting to legislative committees beginning March 31, 2027, including details on fund expenditures, staff-to-participant ratios, services offered, participant counts, and recovery outcome measures

Sunsets the grant program on October 1, 2031
