Allows county boards of commissioners in counties with populations under 100,000 to reduce the number of appointed members on county parks and recreation commissions from 7 to 4 members, effective January 1, 2027

Maintains the requirement that of the appointed members, at least 1 but no more than 3 must be members of the county board of commissioners

Updates terminology throughout the statute, replacing "shall" with "must" and modernizing language such as "person" to "individual" and "his or her" to "the member's"

Clarifies that the county drain commissioner may designate a representative (previously limited to "an employee of the drain commissioner's office")
