Prohibits public entities from purchasing or operating unmanned aircraft systems (drones) manufactured in whole or in part by companies on federal restricted lists, including the Department of Defense's list under the National Defense Authorization Act, Treasury's Chinese Military-Industrial Complex Sanction List, and Commerce Department's Entity List

Establishes a 2-year implementation period after the effective date before public entities are prohibited from purchasing restricted drones, and a 5-year period before they are prohibited from operating them

Creates an exception allowing public entities to operate otherwise prohibited drones during a governor-declared state of emergency or disaster if the drone would assist in the response

Exempts small unmanned aircraft systems that comply with section 16 of the existing act from these restrictions

Conditions the bill's effectiveness on the enactment of House Bill No. 5330 (request no. H03696'25)
