Requires the Michigan Department of Transportation to establish and maintain a public registry of unmanned aircraft (drones) operated by public entities in the state, including operator information, FAA remote ID, and intended use statements

Mandates the department prepare annual reports to the legislature by February 1 on public entity drone activities

Prohibits public entities from purchasing or acquiring drones and related equipment from countries, businesses, or entities on federal sanctions lists, including the DOD Section 1260H list, Treasury's Chinese Military-Industrial Complex Sanction List, and Commerce Department's Entity List

Provides an exception allowing purchases from restricted entities if collected data is stored exclusively in the U.S., is inaccessible to third parties, the public entity verifies compliance with these policies, and federal law requirements are met

Takes effect only if House Bill 5330 is also enacted into law
