Raises civil fines for landfill owners/operators to $100,000 per violation (standard violators remain at $10,000) and $250,000 for second or subsequent violations

Increases criminal fines for landfill owners/operators to $100,000 for misdemeanor violations involving air quality, false statements, or failure to pay fees (10 times the standard fine)

Establishes enhanced felony penalties for landfill owners/operators who knowingly release hazardous air pollutants causing danger or harm: up to $250,000 for endangerment, and up to $2,500,000 for releases resulting in death or serious bodily injury

Applies increased penalties specifically to owners or operators of landfills as defined in section 11504 of the Natural Resources and Environmental Protection Act
