Reduces the penalty for carrying a concealed pistol without a valid license from a felony to a $330 civil infraction for first-time offenders whose concealed pistol license expired within the past year and who remain eligible to obtain a new license

Maintains the existing felony penalty (up to 5 years imprisonment or $2,500 fine) for all other concealed weapon violations, including those with licenses expired more than one year or who are ineligible for licensure

Prohibits law enforcement from seizing and retaining a firearm when issuing a civil infraction under the new reduced penalty provision

Updates language in the concealed weapons statute to make gender-neutral references and clarifies that hunting knives are exempt from concealed carry restrictions
