Expands the definition of "mixed spirit drink" in Michigan's liquor control code to include a new category of beverages containing more than 13.5% and up to 21% alcohol by volume, in addition to the existing categories of 10% or less and 10-13.5% ABV.

Requires the new higher-alcohol mixed spirit drinks (13.5-21% ABV) to be sold in metal cans with a liquid capacity between 200ml and 24 ounces that cannot be readily closed after opening.

Maintains existing requirements that mixed spirit drinks consist of spirits mixed with nonalcoholic beverages, flavoring, or coloring materials, and may include water, fruit juices, fruit adjuncts, sugar, carbon dioxide, or preservatives.

Amends section 109 of the Michigan Liquor Control Code of 1998 (MCL 436.1109), as previously amended by 2021 PA 19.
