Mandates the department accept electronically signed odometer disclosure documents from approved new and used vehicle dealers beginning no later than January 1, 2026

Increases the vehicle damage disclosure threshold for surface coating repairs from $750 to $1,500 and removes the "late model vehicle" qualification for salvage title requirements, applying them to all vehicles

Eliminates title and registration fees for dealers acquiring vehicles with existing Michigan electronic titles from non-dealers, and establishes a $5.00 flat fee for electronic title transfers between dealers beginning October 1, 2026
