Reduces appropriations by $100,000,000 from the Michigan Strategic Site Readiness Program within the Department of Labor and Economic Opportunity for fiscal year ending September 30, 2025

Repeals Legislative Transfer Request 2025-3 that was approved in December 2024, which had allocated $100 million to the University of Michigan for constructing advanced computing facilities in Ypsilanti

The original funding was intended to build at least 2 state-of-the-art advanced computing facilities—one for University of Michigan use and one for Los Alamos National Laboratory research

Requires the Michigan Strategic Fund to return the $100 million and deposit it back into the Strategic Outreach and Attraction Reserve Fund

The reduction is funded entirely from state restricted revenues with no impact on the state general fund/general purpose
