Expands the legal definition of "self-defense spray or foam device" to include solutions containing up to 8% chlorobenzylidene malononitrile and 1% nonenamide (CS gas compounds)

Authorizes law enforcement employees (those authorized by county sheriff or chief of police) to carry and use self-defense devices containing the newly added CS gas formula while performing official duties

Permits civilians to use self-defense spray devices containing the new CS gas formula for protection of persons or property in circumstances that would justify physical force

Maintains existing penalties: misdemeanor with up to 2 years imprisonment and/or $2,000 fine for improper use; up to 90 days imprisonment and/or $500 fine for selling to minors

Takes effect 90 days after enactment
